Crusader kings 2 steam workshop mods not downloading

To add - at least in the past I haven't tried it recently I didn't have any issues with Stellaris or HoI4 mods from Workshop, they worked instantly. I have yet to try external Workshop downloader but I wouldn't want to try this as I want officially supported way and if the Workshop has been implemented to Steam it should work Could this be a bug related to the free release?

Apr 5, Disclaimer: I'm just another forum member I suspect it has more to do with Steam being in Program Files than anythinge else, as CK2 mods not only for me still download fine into my Documents or newly created userdir. PS: I have cloud synch enabled in each Steam and and CK2 Steam settings, but you said you are "enrolled in Steam cloud" , so i assume you did that too.
